the spool up on my wrx sti jdm 97 is very late in the rev range i.e 4000/4500 rpm how can i change this .. maybe mapping with my pfc or a boost controller im not sure but help with this would be much appreciated! cheers

might be worth checking for an exhaust blow berfore the turbo, up pipe gaskets can blow not that noisy but makes a diffrence to spool.

As above, what turbo is it?

vf23

Shouldn't be slow spooling then - check for leaks then maybe try Harvey Smith for a matched up-pipe

when you refer to rpm what gear is that in.
A vf23 should have 1bar boost by around 3300rpm in 4th (ish).

As mentioned above, could be a blow or a split up-pipe.

Could the be PFC mapping i.e the boost duty is quite low and hence it's taking longer to reach target.
