If so what would be the likely out come of it not being there? Would you need to run a lot more duty to try and vent off the extra pressure?

3-port on a 1993-1996 model comes with a restrictor as standard. This helps prevent boost spikes/overboost
If a 3-port has been retro-fitted to a 1997> model and has been mapped to use it, then a restrictor is not needed.
The plumbing should be similar to the link above, except the return pipe (to resonator) goes to the 90 degree vacum line/pipe on the inlet manifold next to the main induction hose.
If plumbed as above less duty would be required as lack of restrictor is allowing more air to be bled away from the actuator.
