Your answer still says it all though! If they had spent on the infrastructure over the years, there would be less of a problem today. Everyone knows that in certain areas there is a huge demand due to an increased housing development but! The water companies have known for some time this was coming!
What is annoying is that these companies and it's not just the water! Have recorded huge yearly figures whereby they have neglected a failing infrastructure and increase in demand! They increase bills to cover the necessary demand and improvement that should have been done as an ongoing concern! And still post huge figures at the end of the year...
