Problems to do with how the water gets to where ever its sued, if its an underground style reservoir the water has to filter through the ground etc, which only has a limited drainage rate, the rest just rolls of the top and that is the flooding.

That being said, they are thieving bar stewards as they charge a flat amount monthly and yet using less to clean cars etc should mean bill is reduced...
