I'm expecting that a 99k miles ragged TD04 probably needs to go in the bin. When diagnosing the actuator issue we could sometimes hear a funny metallic sound, almost like occasionally the compressor wheel is touching the housing so expect there's considerable play in the shaft. Won't know until its off the car though.
If the actuator is loose it does rattle as if it's the compressor wheel touching.
We had that on one of Rob's old cars, we were both convinced it was the turbo binding, but it ended up being a loose wastegate sorted by applying more pre-load to the actuator.

If your bearings are shot you would be blowing oil through at a fair rate.
The oil seals are like mini circlips either side of the bearing sleeve. So if the sleeve is worn it would soon knock out the seals.
