You can cut down a number plate, I have looked into this and was even given the dimensions to do so by Nathan at Sussex Scoobies.
You have to have the same amount of border at the side as you do at the top of the plate, as long as you do this with standard sized letters, the ANPR cameras can read it, making it legal.
