what are you checking it on? I had a wrist monitor that was giving all sorts of inaccurate readings. Around the 60 mark is normal lower if you are very fit.
I go to the gym 3 times or sometimes more a week so should consider myself reasonably fit - 50% of my workout is cardio and always notice my heart rate seems very high when doing cardio. Although I've been doing the gym for well over 2 years I still find it hard to do any kind of indurance cardio work out. And only recently focused my attention to my resting heart rate.

I was checking it myself against a stop watch intially. But today I've been using a POLAR proffesional heart rate monitor. Over 2 different 1 hour period's its averaging 92bpm.

If I was fat and unfit 92bpm would appear to be on the high side, but considering I should be fit and don't consider myself over weight leads me to my concern.
