You need to go into the constructor then select fancy plates.
Rather then go for fancy fonts and banners I then select a standard font and an OE style frame. That way it doesn't look so out of place and get you pulled.

I also fit an oversized one on the rear that fills the apperture rather then a standard size plate. That way my average plate size is legal
