Most run standard actuators as it's not like the old days of RS Turbo's and Cossies where swapping to a -31 Actuator was the way to get higher boost.
It's all controlled by the ECU, and the actuator cracking pressure is approx. 1/2 target boost on a standard car, which allows the ECU to run 1/2 boost when detecting a fault.
