Default still having boost issue

hi all im trying to get this problem sorted for the rolling road its the only thing holding me back the issue is :

I've tried 2 boost controllers and running stock boost but some times it builds boost but just seems to run on n/a power then a gear change and it's good again and some times it won't even build up the boost all I can think of is a ****ed turbo or actuator????

Pull the hose off the actuator and balnk it off with a bolt.
Take for a steady/carefull drive.
Bring the boost in slowley as it should boost hi and hit the fuel-cut limit.

This will eliminate the turbo and actuator from the equation.
